Experience
Marco focuses his practice on business transactions involving international law. He assists clients in the development of complex U.S. and binational infrastructure projects involving public and private entities. He also counsels Texas and Mexican clients with business and tax matters. Marco is a native of Mexico and is able to negotiate and draft documents in English and Spanish. Provide legal counsel to the General Consul of Mexico in San Antonio, Texas.
University of Texas at Austin. 2006 to present. Assistant Director, Teresa Lozano Long Institute of Latin American Studies. Work with research and teaching units at UT, both within and outside the College of Liberal Arts, to develop collaborative and academic exchange programs with institutions of higher education, NGOs, governmental agencies, and the private sector in Mexico and other Latin American countries. University of Veracruz (Universidad Veracruzana), Veracruz, Mexico. 2005 to present: Special Counsel Advisor to the Preseident of the University in all matters relating to development and implementation of international and strategic projects, including contracts, technology exchange, and international cooperative educational projects.
Agriculture Trade Commission of the State of Veracruz, Mexico. 2001 to 2004. Commissioner. Drafted regulations for the creation of the Commission. Advised agriculture producers from Veracruz and buyers from all over the world to fulfill trade operations. Author and speaker of diverse economic development and regulatory projects in multinational forums including the United Nations Conference on Trade and Development (UNCTAD) in Geneva, the International Coffee Organization in London and the Common Fund of Commodities in Amsterdam.
Secretary of Economic Development. Government of the State of Veracruz, Mexico. Veracruz, Mexico. 1999 to 2001. Drafted regulations for the creation of the Undersecretary for Foreign Investments. Developed strategies to bring foreign investors to Veracruz. Assisted international investors in developing business in Mexico and assist Mexican investors in developing business in the Unted States and other countries. Advised and assisted international investors in matters related to foreign investment laws and regulations. Responsible for developing strategic projects to consolidate business sectors such as coffee, vanilla, and honey (e.g. organizing producers, developing local, national and international market strategies, and identifying financial resources). Represented the interests of private and public organizations in international forums such as the International Coffee Organization in London, England, and the Organization of Economic Cooperation and Development in Paris, France.

President of the Board of the Center for Sustainable Development and Productivity. The CFSDP is a Texas non-profit orginization created to assist subsistence wage producers of agricultural products in emerging economies to become self sustained and self sufficient. 2005 present.
President of the Executive Committee on the Gulf of Mexico States Accord. The Accord members are the State of Florida, Alabama, Mississippi, Louisiana, Texas, Tamaulipas, Veracruz, Tabasco, Campeche, Yucatán and Quintana Roo. August 2000 to January 2002.
